About the Institute

Architects of Digital Certainty in the Age of Artificial Intelligence

§ 01

Why AI Compliance Institute (AICI) Was Founded

Artificial intelligence is fundamentally reshaping the rules of global business and public administration. With the arrival of the EU’s Artificial Intelligence Regulation (the EU AI Act), the wider digital legislative framework (the Data Act, NIS 2, DSA) and the Council of Europe’s Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law, technological innovation has become, first and foremost, a matter of legal certainty, strategic stability and reputation.

Most organisations today face a labyrinth of hundreds of pages of regulation, with little clear understanding of what the European legislator actually intended in practice. Conventional advisory firms tend to offer either abstract legal doctrine without technological context, or purely technical solutions that ignore the regulatory mechanics.

AI Compliance Institute was founded as a direct bridge between legislative drafting in Brussels and the practical reality of modern business. For us, compliance is not an administrative brake — it is a strategic competitive advantage that protects investment and opens the door to innovation.

The academic dimension of this agenda matters just as much. Without systematic education in artificial intelligence and digital and green skills, even the best-designed regulation cannot deliver real impact — which is why we treat the training of management, specialist departments and the wider public as a pillar of our work equal in importance to our legal and technological advisory services.

Institute Leadership and Lead Advisor

AICI’s professional integrity and strategic direction are guaranteed by JUDr. Mgr. Ivan Liška, PhD., who leads a team of specialised experts in digital law, compliance, education and project management.

“AI regulation should not hold companies back — it should give them firm boundaries within which they can grow safely and on their own terms.”

The Institute is built on years of hands-on experience drafting domestic and international AI strategies and legislative frameworks:

  • Brussels

    Drafting the EU AI Act

Led the team that drafted, guaranteed and negotiated the Slovak Republic’s national positions during the negotiations on the final text of the European regulation, and bore direct responsibility for them.

  • EU / OECD

    International Authority

Served as a member of the EU’s and OECD’s highest-level strategic bodies — the European AI Board, the OECD’s Digital Policy Committee, and advisory committees on the Digital Decade.

  • Slovakia

    National Implementation

Led the preparation of the national AI Act implementing the EU AI Act into Slovak law, as well as key national strategic documents — the National Concept for the Informatisation of Public Administration (NKIVS), Slovakia’s National Digital Decade Roadmap, the National Digital Skills Strategy, and the Artificial Intelligence Vision for Slovakia.

This first-hand insight from inside the legislative process gives our clients a unique degree of certainty: we do not work from guesswork or academic interpretation, but from the authentic intent of the regulation’s own drafters.

Our Philosophy: Bespoke Partnership, Not Template Audits

At AICI we reject generic checklists and assembly-line internal policies. Every organisation has its own digital DNA, its own risk tolerance and its own technical environment.

01

Personal Approach and Discretion

Our engagements are never run by anonymous juniors. Clients have direct access to senior partners and advisors who understand the specifics of their industry in detail. Discretion and the protection of know-how are an absolute standard for us.

02

Solutions Tailored to Measure

We have no interest in burying you in hundreds of pages of unusable analysis. We deliver precise, pragmatic steps — from AI system classification and FRIA through to building AI literacy across leadership and staff.

03

From Prevention to Growth

We help eliminate Shadow AI risk, protect you from draconian sanctions, and build the trust of your clients, investors and regulators alike.

Ready for What Comes Next?

Whether you are developing your own AI systems, deploying third-party solutions, or need a readiness audit of your organisation, we are here to give you complete legal and technological certainty.

Service Portfolio

Three Pillars of Advisory for the Age of Artificial Intelligence

Regulatory and strategic advisory, training for staff and management, and independent project and technology consulting — three interconnected pillars built on first-hand experience drafting European regulation.

Art. 99 AI Act
€35 million / 7%of turnover — for prohibited practices under Art. 5
€15 million / 3%of turnover — for breaches of provider and transparency obligations
€7.5 million / 1%of turnover — for providing incorrect information to supervisory authorities

The higher of the two amounts always applies — except for SMEs, where the lower one applies. Liability is not limited to developers: it also extends to organisations that merely use AI systems, including everyday HR, marketing and decision-making tools purchased from third parties.

Pillar 01

AI & Digital Compliance and Strategic Advisory

A complete process from initial assessment to a fully functioning governance system that will withstand scrutiny by the supervisory authority — regulatory risk is not a question of technology, but of governance and the accountability of statutory bodies.

1.1

Regulatory Calendar

What applies today and what’s coming next — the entry into force of the Digital Omnibus on AI, the sanctions regime, and the timeline for high-risk obligations.

1.2

Comprehensive EU AI Act Implementation

AI system classification, fundamental rights impact assessment (FRIA), technical documentation and transparency obligations.

1.3

Internal Policies and an AI Governance Framework

An AI Use Policy, an AI asset register, a human-in-the-loop protocol and incident management, ready for approval by the statutory body.

1.4

The EU’s Digital Regulatory Framework

GDPR in the age of AI, the Data Act, the Data Governance Act, the DSA/DMA, and the Council of Europe’s Framework Convention on Artificial Intelligence.

1.5

National Digital Strategies and eGovernment

Alignment with NKIVS, institutional digital strategies, and connecting the digital and green transitions.

1.6

Preparing AI Procurement

For public contracting authorities: description of the subject matter, technical specifications and quality-based award criteria, contract terms built on the EU model contractual clauses (MCC-AI), and governance of the system once in operation. In this service we act solely on the contracting authority’s side.

A typical scenario: An authority procures a chatbot for its customer centre and the lowest price wins. After an amendment to the law, the chatbot starts answering citizens according to rules that no longer apply. Only then does the authority find that the contract gives it no right to require a model update, to look into how the system works, or to move its data to another supplier, so every fix means another paid amendment. These issues can only be solved in the tender documents and the contract, not after they are signed.
Pillar 02

AI and Digital Skills — Training (Academy)

A modular curriculum that can be combined into programmes for top management, specialist departments, and company-wide staff training. The output is a record of attendance and content that can be used as part of your compliance documentation.

Under Art. 4 of the EU AI Act, both providers and deployers are required to take measures to support the AI literacy of their staff. Completed training with documented attendance records provides demonstrable proof of compliance with this obligation to the supervisory authority. The obligation has applied since 2 February 2025; under the forthcoming national law, supervision in Slovakia will be carried out by MIRRI from 1 January 2027.

For legal, compliance, risk and IT departments; liability across the supply chain.

The curriculum is not a fixed package — modules can be combined and adapted to the target audience, industry and the client’s specific risk processes, including format (executive briefing, half-day or full-day blocks), language, and sector-specific case studies.
Pillar 03

Project, Business and Technology Advisory

Advisory with no ties to any technology vendor — the client’s interest is the only interest.
